William “Bill” Legier, Managing Member
Bill’s experience in business and real estate spans 43 years, working as a certified public accountant (CPA) and entrepreneur with such noted enterprises as:

Bill’s Credentials
- He developed, owned, and operated a multimillion-dollar portfolio of retail, residential, and industrial properties in the Southern Louisiana and Mississippi Gulf Coast regions.
- He acquired and developed numerous pieces of real estate, including historic properties throughout New Orleans and the Gulf South region while employing noted architects.
- He served on the Board of Directors and as President of the New Orleans Center for the Creative Arts (NOCCA). At NOCCA, he headed the funding, acquisition, and restoration of 125,000 square feet of warehouses in New Orleans’s Bywater District, adjacent to the French Quarter. This was done to create a state-of-the-art conservatory for students in the arts throughout Louisiana. In addition, this project’s cost exceeded $25 million at its inception and continues to grow and develop. The facility and programs are recognized as one of a kind in the United States.
- In 1984, he founded the CPA firm Legier & Company, apac, a leading New Orleans-based forensic CPA and business consulting firm. Its clientele includes the “who’s who” in the regional and national business industries.
- Bill graduated from Louisiana State University with a Bachelor of Science degree in Accounting. He is a CPA certified in financial forensics.
Melissa C. Legier, Director
Melissa is a co-founder of de la TourHolding, LLC where she has been actively involved since 1990 in many aspects of its operations including the interior designs of its properties.
Melissa received her BS degree from Loyola University, New Orleans and also holds a Degree in Interior Design. She is the managing member of Melissa Legier Design, LLC. She has practiced as an Interior Designer in both commercial and residential design projects for over 25 years and plays an active leadership role in de la Tour Holdings, LLC.

Melissa’s fifteen de la Tour real estate projects have included The Academy, a historic residential restoration in the New Orleans French Quarter, The Armstrong, mixed-use development of a retail/residential property on Esplanade Avenue, and The Howard, a seven-story mixed-use historic restoration in the NewOrleans downtown central business district and numerous other developments in the New Orleans and Gulf South region. The Academy and The Howard were awarded the 2018 and 2016 Awards for Excellence in Historic Preservation by the Louisiana Landmarks Society.
